For the purposes of this debate, there are two models for addressing substance abuse:
1. Harm Reduction: Infrastructure that minimizes the health risks of drug use without requiring people to stop using (i.e. supervised consumption sites, needle exchanges, naloxone distribution)
2. Recovery-based Treatment: Infrastructure that aims to get people off drugs entirely and help them stop using for good (i.e. rehabilitation programs, counselling)

Prosperity theology is a religious belief which teaches that faith, generosity, and loyalty to a higher power rewards an individual with financial and physical wellness. 

Liberation theology is a religious belief which teaches that God's will is to protect and liberate the oppressed. It commands believers to combat systemic social, economic, and political injustices in order to be faithful. As a consequence, excessive social inequality and wealth accumulation are seen as sinful.
